A society concerned with the immediacies and efficiency could not be expected to provide a lengthy period of training for its teachers, nor express concern for a real depth of knowledge. From 1900 New Zealand educationalists could not stir to a realisation of the value of a thorough grounding for techers, a population over concerned with the development of its material conditions.
