SEMO is about schooling improvement policy implementation in which the policy design and the implementation occurred side by side. There are many policy actors in the SEMO story, inside and outside of core government agencies, no one of whom can be credited with fully understanding ‘the problem’, knowing exactly what to do, or with the success that began to emerge over the following ten years.
