This is the report of Stage One of a research project that has the overall purpose of investigating whether the changes scheduled to take effect on 2 September 2024 will go far enough to protect consumers in New Zealand, particularly more vulnerable consumers, who may use Buy Now, Pay Later (BNPL) products to bridge financial gaps.
